- Melt butter in a large skillet over medium heat. Add onion; cook and stir until tender, about 5 minutes. Stir in flour until lightly browned, about 1 minute. Gradually whisk in milk, and season with salt and pepper. Bring to a boil; cook and stir for 2 minutes until thickened.
- Remove from heat, and stir in 1 cup of cheddar cheese until melted. Arrange half of the potatoes in the bottom of a greased 9x13 inch baking dish. Pour half of the cheese sauce over potatoes. Repeat layers. Cover dish with aluminum foil.
- Bake in preheated oven for 40 minutes. Uncover dish, and sprinkle with remaining 1 cup of cheddar cheese. Bake an additional 20 minutes, or until potatoes are tender.
